S&P Global Platts proposes to discontinue several US Atlantic Coast gasoline assessments – New York Harbor conventional unleaded barges; Laurel RBOB; NYH unleaded 89, NYH unleaded 93, NYH CBOB and NYH Premium RBOB cargoes; as well as Boston RBOB cargo and its premium grade counterparts – effective January 4, 2021.
Platts is proposing this due to a decline in physical flows in these markets for various reasons. Spot liquidity in finished grade gasoline in the NYH region has declined over the years, with the market primarily focused on the import and trade of gasoline components, which are then typically blended domestically into finished regular and premium gasoline grades, Platts understands.
There have also been limited imports of CBOB cargoes into the NYH region, with such cargoes primarily coming into the US via the Southeast region. In Boston, RBOB cargo trade has shifted to term contracts, Platts understands, while the Laurel Pipeline has stopped shipping RBOB in 2019.

These assessments have corresponding supplemental assessments during seasonal RVP shifts that would be included in the proposed discontinuation.
