Platts proposes to update the specifications of its Russian domestic gasoline FCA Moscow and FCA Ufa assessments and its Russian domestic diesel FCA Moscow and FCA Ufa assessments and reflect Euro 5 with a maximum sulfur content of 0.001% (10 parts per million) as of 2016. Platts currently reflects Euro 4 with 0.005 % (50 parts per million) standards for both products. This proposed update to the specifications in Platts assessments reflects changing government legislation, which will lower sulfur specifications for gasoline and diesel in the domestic market from January 2016. The switch from Euro 4 to Euro 5 is currently in line to proceed, although there are concerns in the market that not all refineries are ready for it and the use of Euro 4 may be extended. Please send feedback and comments to europe_products@platts.com and pricegroup@platts.com by September 25, 2015. Platts is also requesting feedback about its netbacks and a potential change to reflect the change in sulfur specifications, in line with the same shift to reflect lower sulfur. Please provide a clear indication if comments are intended for publication by Platts for public viewing. Platts will consider all comments received and will make these comments available on request.
