Effective July 1, all heating oil consumed in the state of New York reflects ultra low sulfur diesel specifications, including a sulfur maximum of 15 ppm. Therefore, Platts' existing New York Harbor ULSD assessments are inclusive of the spot market value of New York state's ultra low sulfur heating oil, since New York state's ULS heating oil specifications mirror the Platts NYH ULSD specification basis: 15 ppm maximum sulfur, 40 minimum cetane, minimum of 30 degrees API gravity, and 130 degrees Fahrenheit minimum flash point. Platts assessments for No. 2 oil, a high-sulfur diesel fuel, will continue to reflect 2,000 ppm maximum sulfur at New York Harbor, 40 minimum cetane, minimum gravity of 30 API, and 130 degrees Fahrenheit minimum flash point.
