Platts, part of S&P Global Commodity Insights, proposes to launch 10 daily container bunker charge assessments, complementing existing bunker charge assessments (PBCs), to calculate bunker costs for key routes via the Cape of Good Hope (COGH). Platts also proposes to launch four daily carbon emission charge assessments reflecting carbon emission costs incurred via the Cape of Good Hope effective Sept. 2, 2024.
The new bunker charge assessments would reflect bunker costs based on transit via COGH. These assessments will be in addition to the existing bunker charge assessments, which assess bunker costs via the Red Sea and Suez Canal:
Head-Haul
| Route | From | To | Symbol | Monthly Average |
| PBC1 | North Asia | North Continent | PBC0100 | PBC0103 |
| PBC5 | North Asia | East Coast North America | PBC0500 | PBC0503 |
| PBC17 | Indian Subcontinent | North Continent | PBC1700 | PBC1703 |
| PBC25 | Southeast Asia | East Coast North America | PBC2500 | PBC2503 |
| PBC39 | Indian Subcontinent | East Coast North America | PBC3900 | PBC3903 |
Back-Haul
| Route | From | To | Symbol | Monthly Average |
| PBC2 | North Europe | North Asia | PBC0200 | PBC0103 |
| PBC6 | East Coast North America | North Asia | PBC0600 | PBC0503 |
| PBC18 | North Continent | Indian Subcontinent | PBC1800 | PBC1703 |
| PBC26 | East Coast North America | Southeast Asia | PBC2600 | PBC2503 |
| PBC40 | East Coast North America | Indian Subcontinent | PBC4000 | PBC3903 |
The proposed bunker charge assessments would reflect the bunker costs for transporting a 40-foot container on the above routes via COGH and would be expressed in $/FEU.
The new carbon emission charge assessments would reflect emission costs based on transit via COGH. These assessments will be in addition to our existing carbon emission charges, which assess emission costs via the Red Sea and Suez Canal:
Head-Haul
| Route | From | To | Symbol | Monthly Average |
| PCEC1 | North Continent | North Asia | CEF0100 | CEF0103 |
| PCEC17 | Indian Subcontinent | North Continent | CEF1700 | CEF1703 |
Back-Haul
| Route | From | To | Symbol | Monthly Average |
| PCEC2 | North Asia | North Continent | CEF0200 | CEF0203 |
| PCEC17 | North Continent | Indian Subcontinent | CEF1800 | CEF1803 |
The proposed carbon emission charge assessments would be expressed in $/FEU.
As a result of Red Sea diversions around the COGH and the change in container freight market dynamics, Platts has undertaken an extensive analysis into shipping patterns for affected trade lanes that pertain to Platts bunker and carbon emission charges. New data for variables has been compiled through a wider compilation of AIS data and ship specification data from Platts trade flow software S&P Global Commodities at Sea.
The following variables have been updated to reflect charges via the COGH: ship speed; head haul and back haul distance; ship size.
The proposed price assessments would be published in Platts Dry Freight Wire, Platts Shipping Alert (SHP) pages 0520, 0521 and Platts Bunker Add-on (PBG), 3960, 3961; as well as in the Platts price database under the codes above.
