Following industry feedback, Platts confirms that with effect from July 1, 2013, Platts will change the basis of bunker fuel assessments in the north African port of Ceuta from a delivered basis to an ex-wharf basis. The change of basis reflects market feedback on standard supply practices in the port. The majority of shipowners choose ex-wharf or ex-pipe delivery in Ceuta over barge delivery for cost efficiency. Logistics in the port provide predominantly ex-wharf supply, while typically just one barge that is used for exports operates in the port. Platts currently normalizes activity reported in Ceuta's ex-wharf bunker market to reflect delivered assessments, using barge rates and other factors as relevant. This change is effective for the codes of PUAEG00, PUABL00, AARSJ00 and AARSK00. Please send any further comments, questions or feedback to europe_products@platts.com and pricegroup@platts.com.
