S&P Global Platts proposes to launch a Clean Demurrage FOB US Gulf Coast assessment for Medium Range tankers, effective September 1, 2020, to provide further transparency to costs associated with the regional tanker freight market.
The Clean Demurrage FOB USGC assessment would reflect the daily lump-sum demurrage rate for standard voyages on Medium Range clean tankers on the US Gulf Coast, typically loading 38,000 mt cargoes three to 10 days forward. This would be published in US dollars/day.
Demurrage refers to costs incurred when the time taken to load/unload a cargo is in excess of the laytime stipulated in the charter party, typically 72 hours for clean MR tanker voyages originating from the USGC. This could be due to various reasons such capacity constraints or weather conditions.
