Platts is reviewing the specifications for its US Gulf Coast 3%S physical residual fuel oil assessments, also referred to as USGC HSFO and USGC fuel oil No. 6, and invites feedback from interested parties to the review process.
The goal of the review is to determine whether utility-spec fuel oil still reflects the primary end use for the product, or whether an update or revision should be made to bring the Platts specifications in line with market conventions. Platts assesses HSFO in Houston on an FOB basis.
Platts periodically reviews the specifications of its assessments to ensure they are representative of market activity. Such reviews may lead to changes to the existing specifications of an assessment, though any changes would be subject to further industry consultation ahead of any final decision.
