S&P Global Platts will reflect the Panama Canal Authority's floating fresh water surcharge in four LNG freight assessments, effective May 18, 2020.
Platts will amend the methodology of the following four routes to reflect the surcharge implemented by the Panama Canal Authority in February 2020:
Voyage
Code
US Gulf to Japan/Korea via Panama Canal
LAUVI00
US Gulf to China/Taiwan via Panama Canal
LAUVL00
Trinidad to Japan/Korea via Panama Canal
AAUXB00
Trinidad to China/Taiwan via Panama Canal
AAUZB00
The additional transit fee is based on water level measurements of the tributary Gatun Lake by the PCA and reflects a 0-10% surcharge of the base toll of a transit through the canal. Platts will republish both the surcharges and the water levels for the following days, as taken from the PCA's web publishing app. In the absence of spot transit updates from the PCA, Platts will use the most recently published figures. These will be made available in the Platts Pricing database under the following codes.

These surcharges will be used to calculate a $/mmbtu total surcharge for the four affected LNG voyages, available in the Platts Pricing database under the following codes:
Description
Code
LNG Panama Canal Fee Surcharge Sabine Pass-Japan/Korea $/MMBtu
APCFA00
LNG Panama Canal Fee Surcharge Sabine Pass-China/Taiwan $/MMBtu
APCFC00

APCFB00

All water levels, surcharge percentages and surcharge fees will also be published daily on page SH0204 and LNG2605.
This Panama Canal Fresh Water Surcharge will be applied in addition to the existing Panama Canal Transit toll for the relevant voyages, currently estimated at $0.21/MMBtu It would not alter the other assumptions used to underpin LNG freight route costs.
