Platts is reviewing the specifications and merchantability of fuel additives reflected in its FOB Singapore gasoil and gasoline assessments, and invites submissions from interested parties to the review process. Platts periodically reviews the specifications of all its assessments to ensure they are representative of the most tradeable grades. Such reviews may lead to changes to the existing specifications of an assessment, though any changes would be subject to further industry consultation ahead of any final decision. Fuel additives are typically used to affect specifications of fuels to meet standard national and receiver requirements. Some additives may be broadly acceptable and used, while new additives may take time to be broadly acceptable in the wider industry. In this review, Platts specifically requests comments regarding new additives emerging in the market which could warrant further analysis regarding their broad acceptability across markets. Platts also invites comments on the issue of additives in general, including whether further and more specific guidance on additives in the Platts specifications documentation would be useful. All Platts assessments reflect merchantable material, which therefore may only contain broadly acceptable additives. Where an additive is not widely merchantable, it may not be reflected in the assessment process.
