Merchantability of Singapore fuel oil in MOC

S&P Global Commodity Insights would like to remind market participants that Platts oil assessments reflect products meeting the parameters detailed in its published methodology, with a requirement that oil must reflect broadly merchantable quality.

Platts 380 CST, 180 CST and Marine Fuel 0.5%S assessments reflect for RMG fuels as defined by the International Organization for Standardization in document ISO 8217:2010 Petroleum products -- Fuels (class F) -- Specifications of marine fuels.

The fuel shall not contain any additive at the concentration used in the fuel, or any added substance or chemical waste that jeopardizes the safety of the ship or adversely affects the performance of the machinery.

Any fuel oil cargo delivered as a result of a transaction completed and reported during the Platts Market on Close assessment process from S&P Global should be merchantable and suitable for use in the end-user bunker markets.

S&P Global welcomes feedback on the above, including testing methods, quality specifications and operational limits for the presence of chemicals in fuel.
