Platts proposes to amend West Africa to India lumpsum dirty tanker assessments to basis Bonny, Dalia, dual loading

S&P Global Platts proposes to amend its dirty tanker assessments for West Africa-East Coast India 260,000 mt (TDWEI00) and West Africa-West Coast India 260,000 mt (TDWAX00) to reflect a basis of dual loadings at Bonny, Nigeria, and Dalia, Angola, effective April 1, 2021.

Following industry consultation, Platts understands that both the West Africa-to-West Coast India and West Africa-to-East Coast India fixtures vary widely according to loading ports, with ports in Nigeria and Cameroon charging a premium compared with Angola.

Given that VLCCs have dual-loadings and hence reflect port costs from two loading locations, Platts proposes to reflect port costs of Bonny and Dalia for the lumpsum assessments to India in order to reflect the variability of port costs in the region.

Fixtures involving other load ports may be considered, but may be normalized back to the above dual port basis for assessment purposes.
