Platts notice to N. American natural gas data providers on reporting SoCal city-gate storage transactions

Platts, to more efficiently map transactions to its SoCal Gas, city-gate location, is requesting data providers to clearly differentiate SoCal city-gate storage transactions from non-city-gate storage transactions.

Platts SoCal Gas, city-gate posting is made up of deliveries to and from holders of SoCal?s city-gate pool contracts (see description below). City-gate pool contract holders can transact on any of six transactions paths?from a Receipt Point Access Contract ("SoCal Border"); to an end-user, an Energy Service Supplier or Contracted Marketer; to an off-system delivery; to or from another city-gate pool account; to a storage account; or from a storage account.

The only storage transactions that should be reported to Platts as SoCal, city-gate, transactions are storage transactions to or from city-gate pool account holders. In reporting these city-gate storage transactions to Platts, please clearly label them as SoCal city-gate storage.

Other types of storage transactions -- e.g., storage account to storage account, storage account to end-user, storage account to off-system delivery, etc. -- should not be reported as either SoCal Gas, city-gate, transactions or SoCal Gas (border) transactions. These should be labeled as SoCal non-city-gate storage transactions.

SoCal Gas (daily and monthly survey) Deliveries into Southern California Gas from El Paso Natural Gas at Topock, Calif., and Blythe, Calif. (Ehrenberg, Ariz.); from Transwestern Pipeline at Topock/Needles, Calif.; from Kern River Gas Transmission at Wheeler Ridge and Kramer Junction, Calif.; and from Questar Southern Trails Pipeline at Needles. The point also includes deliveries from Pacific Gas and Electric at several points, including Kern River station and Pisgah/Daggett; and in-state production.

SoCal Gas, city-gate (daily and monthly survey) Deliveries at Southern California Gas Co.?s city-gate pool. The SoCal Gas city-gate pool is a ?virtual? trading location on SoCal Gas? system for deliveries to and from holders of the distributor?s city-gate pool contracts. This point includes storage transactions delivered to and from the city-gate pool. The SoCal, city-gate point was added effective Oct. 1, 2008.
