S&P Global Platts proposes to launch a daily assessment of West African grade gasoil loading STS basis offshore Lome, Togo, with effect from April 3, 2018. The assessment will be timestamped at 16:30 London time.
The proposal follows research into the growing West African refined products markets and the evolving landscape of specification requirements in the region.
SPECIFICATION The specification assessed will reflect gasoil with the following characteristics: - Sulfur: max 0.3% - Flash point: min 66 degrees Celsius with a reference flash point of 70 degrees Celsius - Specific gravity: 0.820 kg/l-0.870 kg/l with a reference gravity of 0.860 kg/l
Platts may also take into account indications for other merchantable gasoil grades appropriate for West African delivery, and normalize them back to the reference specification.
BASIS The West African grade gasoil assessment will be STS basis offshore Lome, Togo. Indications from other locations in West Africa may be taken into account and normalized back to offshore Lome.
SIZE The West African grade gasoil assessment will represent parcels of 5,000-10,000 mt. Other cargo sizes may also be considered for assessment purposes but normalized back to the reference cargo size.
LOADING PERIOD The assessment will reflect material for STS loading in the offshore Lome, three to 10 days forward from the date of publication.
