New USGC fuel oil swap symbol

The following USGC fuel oil swap symbol has been created. It will appear in US Marketscan, fixed page PGA 510 as well as in Market Data category DU. This is a temporary code that is scheduled to begin updating November 14, 2016 through to December 16, 2016.
