Addition of c bates and decimal increase for crudes

The following codes in MDC RA,RI and RP have had their decimal places increased to 3 and/or a 'c' bate added to the already existing high and low.

Please be advised that symbols in the list that are single bate either 'u' or 'c' and symbols denoted hlu have not been affected by additional bates change.

Symbols that already had 3 decimal places were also not affected by the increase.
