Addition of 'c' bates and decimal increase

The following codes in MDC RU,RC and CL have had their decimal places increased to 3 and/or a 'c' bate added to the already existing high and low.

Please be advised that symbols in the list that are single bate either 'u; or 'c' and symbols denoted hlu have not been affected by additional bates change.

Symbols that already had 3 decimal places were also not affected by the increase.
