Correcting some minor symbol description inconsistencies for the PFC

On 14th May 2018 Platts is going to correct some minor symbol description inconsistencies relative to a subset of the PFC. The amendments across the three regions do not affect the data, only their symbol descriptions.

The summary of the main changes: MDC: DA, DR, DU. The name "Dubai Financial" replaces "Dubai Frontline Financial"

MDC: DA . The name "FO 380 CST 3.5% FOB Spore Cargo Brent Crack At Spore MOC Financial" replaces "FO 380 CST 3.5% FOB Arab Gulf Cargo Brent Crack At Spore MOC Financial".
