Platts amends descriptions for UW, UY, UZ and PG market data

In an ongoing effort toward standardization, Platts has changed the descriptions for UW, UY, UZ, and PG market data and some of the associated monthly averages found in the MA category.

In preparation for the July 1, 2012, implementation of refined product page and data changes, a midpoint bate has been added where absent and the number of decimal places have been changed for price assessments to 3.
