Midpoints added to the following HS fuel oil codes

The following codes have had a 'c' bate added to represent the midpoint of the high and low to the assessment and their frequencies adjusted to DW from DA. These will be found on the revamped PGA page 31. Hi Sulfur Fuel Oil International Assessments. Launch date is scheduled for March 1, 2011.
