Petrobras emerged a leader in offshore oil in gas on the back of exploration success throughout the early 2000s, which also coincided with the first presidency of Luiz Inácio Lula da Silva (2003-2010). Lula won re-election in 2022, and promises to prioritize the development of low-carbon energy through its state-owned oil company.
