Time-limited emergency measure
Modification needed before Bank Holiday
Completion requested by May 7
London — The UK's electricity system operator National Grid has proposed an urgent grid code modification allowing it to instruct distribution networks to disconnect embedded generators.
In a note late Thursday, Grid said the modification would only be used under emergency conditions and as a last resort.
"The requirement for this is due to the unprecedented societal changes brought about by the COVID-19 pandemic which has led to demands out-turning up to 20% lower than predicted," it said.
The proposed modification would be time limited to October 25, 2020. It is to be presented Friday, with energy regulator Ofgem reaching a decision on the urgency of the matter the same day.
If approved, the modification would take effect from May 7.
"In the proposer's view this modification is urgent. It is required to be completed before the Bank Holiday on May 8 which is likely to result in a period of low demand with significant operational risk," National Grid said.
If not completed, and instructions were given to DNOs to disconnect embedded generation as a last resort, "it is unclear if these would be legally binding," it said.
The modification refers to any distribution-connected embedded generator that is not a Balancing Market participant.
Instructions may be specific and require a Network Operator to disconnect specified stations, or be for the DNO to disconnect embedded generators supplied via one or more specified grid supply points up to an aggregated registered capacity.
