Downward pressure on US PVC export pricing expected: trader

Mexico imposed a definitive antidumping duty of $391.80/metric ton on suspension polyvinyl chloride imported from the US. The decision is final and was published in the Official Gazette on Oct. 28, and the duty will take effect on Oct. 29.

US PVC had already been subject to a provisional antidumping duty of $631.50/mt since March, when the measure was announced. Its validity was subsequently extended to six months.

The dumping investigation was initiated in April 2025. The investigation was requested in December 2024 by Mexichem, a local producer, who alleged that unfair trade practices had negatively affected its market share.

According to the Official Gazette publication, the definitive duty was set below the dumping margins calculated for the producers, which ranged from $590 to $ 720/mt.

The decision cited an increase in US PVC imports and a decline in their prices, stating that this had affected the Mexican industry. Between October 2021 and September 2024, US PVC imports increased by 14%, while their prices declined by 49%, according to the analysis. Over the same period, Mexican domestic prices fell by 50%.

The share of these imports in apparent national consumption was 58.6% between October 2021 and September 2022, declined to 56.2% between October 2022 and September 2023, and then rose to 58.5% between October 2023 and September 2024.

Despite the reduction from the provisional level, the definitive antidumping duty is still considered "very high," a trader said.

A second trader said that "it should put downward pressure on US PVC export pricing," adding that "the size and timing of course depend on how much Mexican business is actually displaced."

The $391.80/mt duty was above the expectations of some market participants. On Oct. 1, a source in Mexico with knowledge of the local plastics market said the expectation was for a duty of around $100–150/mt.

Platts, part of S&P Global Energy, last assessed US PVC at $820/mt FAS Houston on Oct. 27.
