Buddy Rizer serves as the Executive Director for economic development in Loudoun County, Virginia, which was named the 2021 Economic Development Organization of the Year by the International Economic Development Council. He leads the agency responsible for encouraging growth and developing relationships with Loudoun’s business community in both the commercial and agricultural-based business sectors. During his tenure, Rizer and his team have attracted more than $65 billion in new commercial investment and more than 60 thousand new jobs. During this time, the growth in the commercial based has helped lower the tax rate in Loudoun by more than 48 cents on the dollar, saving residents thousands of dollars annually on their tax bill.
In 2007, Mr. Rizer joined Loudoun County and helped build “Data Center Alley” into the largest concentration of data centers in the world. He also has extensive international business development experience across more than 15 countries across Europe, Asia, Africa, South America and the Middle East.
Mr. Rizer has been named a Tech Titan eight times by Washingtonian Magazine (2017 – 2024), one of the 50 most influential Virginians six times by Virginia Business Magazine (2018 – 2023), a five-time member of Virginia’s Power 500 (2020 – 2024), and three times named to the Washington Business Journal’s Power 100 as one of the most influential businesspeople in Washington, DC (2020, 2022, 2023). Raiford Smith is the global market lead for Power and Energy for Google Cloud. In this role, he leads Google’s engagements with utilities (electric, gas, water), oil and gas companies, and related firms. Raiford’s prior roles at Google include leading Google’s global energy, water and wastewater, economic and community development, and supply planning teams, managing over $1.2Bn OpEx and $15Bn CapEx budgets to help Google transition from 100% renewable energy to 24x7 carbon free energy. He also led product and UX teams at Tapestry, a Google X moonshot for the electric grid. Raiford began his career as a unionized call center clerk at Savannah Electric and Power Company and has spent over three decades in the electric, natural gas, and high-tech industries. Prior to Google, he was the Chief Utility Innovation Officer at AES, overseeing Transmission, Distribution and Analytics for their utilities. He has also held a wide variety of roles at other energy companies, including CPS Energy, Duke Energy, Entergy, and the Southern Company. He has led initiatives that contributed hundreds of millions of dollars of recurring EBITDA, grew customer engagement, and improved service reliability through new customer products and services, analytics, smart grid, and distributed energy resources. His career has spanned a very diverse set of roles in legal, mergers and acquisitions, energy trading, transmission & distribution, product management, regulatory, information technology, and customer support.

Dan Thompson is a principal research analyst in the 451 Research technology research group within S&P Global Market Intelligence. He leads the Datacenter Services and Infrastructure team, which is charged with keeping tabs on the datacenter industry globally to better understand its trends and growth areas. His research includes analyses of datacenter providers, market size and supply/demand in key and emerging markets around the world. Dr. Yergin is known around the world for his book The Prize: The Epic Quest for Oil Money and Power, which was awarded the Pulitzer Prize. It became a number one New York Times best seller and has been translated into 20 languages.
Of Dr. Yergin’s book Commanding Heights: The Battle for the World Economy, which has been translated into 13 languages, The Wall Street Journal said, “No one could ask for a better account of the world’s political and economic destiny since World War II.” Both The Prize and Commanding Heights were made into award- winning television documentaries for PBS and BBC, which Dr. Yergin co-produced, co-wrote, and narrated.
Dr. Yergin is a senior trustee of the Brookings Institution and a member of the Energy Advisory Council of the Dallas Federal Reserve. Dr. Yergin served on the U.S. Secretary of Energy Advisory Board under four U.S. presidents.
Among his honors, both the Prime Minister of India and the United States Association have presented Dr. Yergin with a “Lifetime Achievement” awards and the U.S. Department of Energy awarded him the first “James Schlesinger Medal for Energy Security.” The University of Pennsylvania presented him with the first Carnot Prize for “distinguished contributions to energy policy.” Dr. Yergin was awarded the Gold Medal of the President of the Republic of Italy for combining “an understanding of the dynamics of the market with a broad view of the forces of geopolitics as he seeks to point the way to the positive outcomes for the world community.
