Matthew Rawlings

Matthew Rawlings has over thirty years experience in the upstream oil and gas industry in UK, Asia, Americas, Middle East and Australia.

Matthew has extensive experience in Conceptual development, Due Diligence, Arbitration and M&A advisory for some of the world's largest gas offshore developments and a comprehensive array of floating projects. He has worked with NOCs, Operator Development and Project Execution Teams, Financiers and JV Partners.

Working in brownfield operations support environments through to mega greenfield floating projects around the world, progressing onto advisory roles supporting corporate strategy and M&A transactions. Matthew brings an impressive array of consulting experience ranging from opportunity framing, business system mapping and audit, conceptual and field development planning, cost estimating, benchmarking, due dilligence, competency assessment and strategic planning. Matthew brings a structured and transparent working style and approach to audit and certification tasks and has previously provided lenders progress certification for FPSO projects, completion certification roles for onshore gas plants and cost recovery audit support for African deepwater developments. He has performed detailed technical, cost and economic benchmarking for major FPSO projects.

As a technical integrator between the subsurface, facilities, costs, finance risk and economics disciplines Matthew has led developments teams in concept and master development planning roles in challenging locations and "first of a kind" application ranging from fledgling company development of a gas field in Sourthen Iraq through to one of Australia's largest floating gas/LNG projects.

His M&A support experience includes prospectus Due Dilligence support for FPSO producing assets, financier Due Dilligence of offshore producing assets and greenfield FPSO developments from inception to start-up and farm in screening for Energy Utility companies on major LNG developments. Matthew has managed many integrated production modelling assignments and has an impressive track record of developing key insights and high value adders, from marginal gas developments in Algeria, mega-gas deepwater in Australia to gas / condensate producing assets in the Phillipines as part of asset reference planning. He uses structured techniques in framing and strategy development to enable teams to balance market intel, cost and economic screening, risk and oportunity management to prepare strategies and key decisions around investment criteria, portfolio management in an aligned and transparent process enabling confident action oreintated decisions to be made.

He regularly acts as Expert Witness for FPSO projects, in arbitration and dispute cases. Matthew has strong interpersonal skills and can operate at all levels, his proven leadership includes set up of a sizeable consulting business from scratch as well as substantial client networks built on trust, integrity, a "customer is always right" ethos and strong technical delivery. He posses a first class degree in Mechanical Engineering and is Fellow of the I Mech E.
