Director, Upstream Companies and Transactions
Andrew Neff is a director with the Upstream Solutions team in S&P Global Energy, where he focuses on strategic and competitive dynamics within the upstream oil and gas sector for the Companies and Transactions team.
He coordinates coverage of national oil companies (NOCs), analyzing the government drivers and company objectives that shape NOC strategies, as well as manages the development of analytics to benchmark the world’s leading NOCs across a range of financial and operational metrics. In addition, Andrew authors research reports on NOCs in the Eurasia region, as well as analysis and insight on government energy policy and upstream investment risk in Russia, Eurasia, Turkey, and the Caspian region for the Oil and Gas Risk service.
He has more than 20 years of experience in the energy sector, and has lived and worked in Russia, Turkey, Ukraine, France, the United Kingdom, Portugal, and Czechia. Prior to joining the company, he worked as an international energy analyst for a contractor to the Energy Information Administration, the statistical division of the U.S. Department of Energy. Andrew holds a Master of Arts in international affairs and environmental policy from George Washington University's Elliott School of International Affairs in Washington, D.C.
