Plains storage affiliate seeks FERC OK for working-gas-to-base-gas ratio tweak

Pine Prairie Energy Center LLC asked the Federal Energy Regulatory Commission for authorization on its proposal to increase the certified base gas capacity of its caverns 1 through 7 and decrease each cavern's certified working gas capacity.

The Plains All American Pipeline LP storage affiliate looks to maintain its capacity to provide high levels of withdrawals from storage through the reallocation, in order to enhance its ability to provide high-deliverability firm storage service. The company said that the adjustment will not result in changes to the certified total storage capacity of individual caverns or the total storage capacity of the storage facility.

Pine Prairie currently has a total working gas capacity of 80 Bcf for caverns 1 through 7, with a total base gas capacity of 22.6 Bcf. The company proposes to reallocate 8.2 Bcf from its total working gas capacity to total base gas capacity.

The company requested FERC to consider its application on an expedited basis and make a decision on or before Aug. 30. (FERC docket CP18-492)
