Doug Fisher was appointed CFO of Burlington, Vt.-based Vermont FCU. He previously was director of administrative services at the Town of Essex, Vt.

Helena, Mont.-based Opportunity Bank of Montana named Mark O'Neill senior vice president and chief lending officer.

O'Neill joined the Eagle Bancorp Montana Inc. unit in February 2016 as Butte market president.

Chris Whigham succeeded Keith Moore as president of Midland, Texas-based West Texas National Bank. Whigham joined the bank in 2004, serving as an energy lender and senior vice president of energy lending.

Moore will remain vice chairman and CEO of the First-West Texas Bancshares Inc. unit.

Atlanta-based SouthCrest Financial Group Inc. unit SouthCrest Bank NA named Michael Washburn executive vice president and chief credit officer.

Washburn previously was chief banking officer of Dothan, Ala.-based SunSouth Bank, a unit of SunSouth Bancshares Inc.

Timothy Nettesheim resigned as vice chair of Eau Claire, Wis.-based Citizens Community Bancorp Inc.

Reed previously was Simplicity Bank's chief retail banking officer.

Bruce Mills was appointed president and CEO of San Diego-based Neighborhood National Bank, a unit of Neighborhood Bancorp.

Mills previously was president and CEO of Los Angeles-based ProAmérica Bank.

Olympia, Wash.-based Heritage Bank, a unit of Heritage Financial Corp., appointed Bill Glasby executive vice president and chief technology officer.

Glasby recently served JPMorgan Chase & Co.'s commercial banking segment as executive director, chief information architect and director of data warehousing and small application development.

Executive Vice President and CFO David Hooston left Cashmere Valley Bank. The Cashmere, Wash.-based bank will immediately start searching for a new CFO.

Executive Vice President and Chief Credit Officer Kevin Eason left Webster City, Iowa-based WCF Bancorp Inc.

Executive Vice President and COO Chris Whyte left Home Capital Group Inc.

The Toronto-based lender does not intend to fill the vacancy and will instead create a chief information officer position.

Woodsboro Bank of Maryland named Patricia Muldoon senior vice president and CFO.

Muldoon was formerly the executive vice president and COO of Berkeley Springs, W.Va.-based CNB Bank Inc., a unit of CNB Financial Services Inc.

Michael Rosek was appointed president and CEO of Rochester, Minn.-based First Alliance CU.

Rosek previously held the same roles in Loves Park, Ill.-based Rock Valley FCU.

The board of Los Angeles-based Hanmi Financial Corp. appointed John Ahn vice chairman.

Ahn joined the boards of Hanmi Financial and unit Hanmi Bank in 2014. He is the president of investment adviser Great American Capital Partners LLC.

Gainesville, Ga.-based Chattahoochee Bank of Georgia President and CEO Charlie Lail Jr., Chief Administrative Officer Gregory Barrett and Chief Credit Officer Stephen Starke joined Franklin, N.C.-based Entegra Financial Corp. as senior vice presidents, after the two companies' merger closed on Oct. 1.

Juan Carlos Alvarez de Soto replaced Ismail Dawood, who resigned, as CFO of Santander Consumer USA Holdings Inc. and Santander Consumer USA Inc. Alvarez previously was corporate treasurer of Santander Holdings USA Inc.

Spanish lender Banco Santander SA is the ultimate parent of Santander Consumer USA Holdings, Santander Consumer USA and Santander Holdings USA.

Kristen DiSanto was appointed senior executive vice president and chief human resources officer of Rhode Island-based Washington Trust Co. of Westerly and assistant secretary of its parent, Washington Trust Bancorp Inc.

Meanwhile, Thomas Klump was named senior vice president and chief information officer.

DiSanto previously was executive vice president for human resources, while Klump was a senior vice president for bank operations.

Bar Harbor Bankshares named Joseph Schmitt senior vice president and chief marketing officer.

Schmitt joined the Bar Harbor, Maine-based company from Santander Bank NA, where he was director of product marketing for consumer and business banking.

Tim Kluender was appointed president and CEO of Minnesota-based Community Bank Owatonna, according to the bank's website.

Kluender previously was senior vice president and chief credit officer of Fairfield, Iowa-based First National Bank in Fairfield.

Community Bank Owatonna is a unit of Community Financial Corp.

Sept. 28

Fairfax, Va.-based First Virginia Community Bank, a unit of FVCBankcorp Inc., named Jennifer Deacon executive vice president and CFO.

She replaced Patricia Ferrick, who was promoted to president.

Deacon previously was executive vice president, chief accounting officer and corporate secretary of Cardinal Bank.

TD Bank Group Head and Chief Risk Officer Mark Chauvin is retiring, effective Jan. 31, 2018.

TD Bank US Holding Co. Head and Chief Risk Officer Ajai Bambawale will replace Chauvin, effective Feb. 1, 2018. Deputy Chief Risk Officer Adam Newman will succeed Bambawale.

Toronto-Dominion Bank is the ultimate parent of TD Bank Group and TD Bank US Holding.

Durant, Okla.-based First United Bank and Trust Co. appointed Tim Blalock senior vice president and chief lending officer, according to a press release posted on Durant Daily Democrat.

Blalock was a senior credit officer at American Bank of Texas, which was acquired by First United.

First United is a unit of Durant Bancorp Inc.
