Gulf South, Enable Gas seek to transfer last bit of storage field to Gulf South

Natural gas transportation companies Enable Gas Transmission LLC and Gulf South Pipeline Co. LP asked the Federal Energy Regulatory Commission for authorizations that would let Enable sell its interest in the Bistineau natural gas storage facility to Gulf South.

In a Sept. 23 abbreviated application, the two companies asked the commission to let Enable sell its interest and its gas in the Louisiana facility, allow Gulf South to buy the interest and gas, and let the companies exchange related service authorizations and make related tariff adjustments.

The sale would transfer 17.5 Bcf of total storage capacity, including 8 Bcf of working gas capacity, and 100,000 MMcf/d of withdrawal capacity from Enable to Gulf South. It would make Gulf South the sole owner and operator of the 141-Bcf field.

"The consolidation will serve the public interest by increasing administrative efficiency; providing greater operational flexibility under a single FERC gas tariff; and providing Gulf South more flexibility to provide the marketplace additional storage capacity it desires through the integration of Enable's interest," the companies wrote.

Enable's transportation customers would still have access to Bistineau through the same facilities and can enter into service agreements with Gulf South.

The Bistineau gas facility consists of two compressor units, 65 injection and withdrawal wells, nine observation wells and about 32 miles of storage pipelines. Enable owned the interest in the field as a successor in interest to Arkansas Louisiana Gas Co. (FERC docket CP19-511)

In July, Gulf South received a certificate from the Federal Energy Regulatory Commission to upgrade the injection and withdrawal rates of the Petal Gas Storage LLC complex in Mississippi. (FERC docket CP19-3)
