* Citigroup Inc.'s Citi Private Bank said that Rob Laughlin was named regional market manager for the Metro New York team. He will be relocating from Los Angeles, where he served as regional market manager for the western region – south, to New York.

James Rudolph rejoined the firm as a managing director and ultra-high-net-worth private banker on the Metro New York team. He previously served as market trust director at U.S. Trust. Prior to U.S. Trust, he spent four years with Citi as a trust and estate adviser and an assistant trust officer.

* Springfield, Mo.-based Springfield First Community Bank named Whitney Morrow senior vice president of treasury services, the Springfield News-Leader reported.

The bank is a unit of Springfield Bancshares Inc.

* UMB Financial Corp.'s UMB Bank promoted Kyle McMillian to senior vice president and commercial relationship manager in Arizona, Paradise Valley Independent reported.

He was previously vice president of commercial banking at the bank.
