Xcel Energy files new plan with FERC to acquire Minn. gas-fired facility

Xcel Energy Inc. filed a new application with the Federal Energy Regulatory Commission for the acquisition of the 577-MW Mankato power plant, located in Blue Earth County, Minn.

Under the proposed restructured transaction, a newly formed, unregulated Xcel Energy subsidiary, MEC Holdings LLC, will acquire both units of the gas-fired facility from Southern Power Co. Subject to the commission's approval, MEC Holdings will continue to sell the output of the facility to Northern States Power Co. - Minnesota, an Xcel Energy regulated utility subsidiary, according to an Oct. 3 filing.

Xcel Energy previously secured FERC's conditional approval for the purchase of the power plant through Northern States Power Co. on May 3. (FERC docket EC19-38) In its order greenlighting that deal, FERC required Northern States Power to get the approvals of regulators in Minnesota and North Dakota. However, on Sept. 27, Minnesota regulators rejected the application, saying the company had not shown that the purchase would be consistent with the public interest.

Xcel Energy requested FERC to approve the application by Dec. 2. Southern Power is the competitive generation subsidiary of Southern Co. (FERC docket EC20-3)
