Banking

Santa Clara, Calif.-based SVB Financial Group appointed Kay Matthews to its board and to the board of its unit, Silicon Valley Bank, effective Sept. 10.

Matthews will serve on the audit committee of the company and the bank.

Most recently, Matthews was a managing partner for Ernst & Young LLP's west region.

Financial Services

Net Element Inc. named Tom Lineen as vice president of strategic initiatives.

Lineen most recently was president and chief revenue officer at U.S. Merchant Systems Inc.

Lincoln Financial Network appointed Edward Walters senior vice president, investment products and platforms.

Walters joins from T. Rowe Price Group Inc., where he was head of managed accounts in the global product group.

AGNC Investment Corp. elected John Fisk and Frances Spark to its board, effective Sept. 11.

Fisk, who is the former CEO of FHLBanks Office of Finance, was appointed to the compensation and corporate governance committee. Spark, the former treasurer and CFO of CYS Investments Inc., will serve on the audit committee.

The two directors will serve a term that continues until the company's 2020 annual meeting of stockholders and until their respective successors have been appointed.
