* Troy, Mich.-based Flagstar Bank FSB, a unit of Flagstar Bancorp Inc., appointed Andrew Ottaway president of its Michigan market. Ottaway also serves as executive vice president and head of lending.

* Brendan Coughlin, president of consumer lending at Citizens Financial Group Inc., the parent of Citizens Bank NA, was named to the company's executive committee, effective immediately.

* Oak Ridge, N.J.-based Lakeland Bank, a subsidiary of Lakeland Bancorp Inc., appointed Tim Slooten senior vice president and financial services program manager based in Hackensack, N.J.

Slooten most recently served as a vice president and regional sales manager for M&T Bank Corp.'s M&T Securities Inc.
