FERC clears ArcLight to buy stakes in 2 Idaho wind facilities

The Federal Energy Regulatory Commission approved ArcLight Capital Partners LLC's application on Oct. 4 to purchase upstream indirect equity interests in two Idaho wind farms.

Under the transaction, a subsidiary of ArcLight Capital will acquire a 75% interest in Goshen Phase II Holdings LLC, which owns a 50% interest in the 124.5-MW Goshen North Phase II wind project in Bonneville County, Idaho. ArcLight will ultimately own a 37.5% stake in the Goshen North wind farm. ArcLight may also acquire an additional 12.5% stake in the Goshen power plant from TerraForm Private LLC during the transaction, which would give it a 50% interest in the facility, according to the filing.

The ArcLight subsidiary will also purchase a 50% interest in Rockland Wind Holdings LLC, which owns a 50% stake in the 79.2-MW Rockland wind farm in Power County, Idaho, giving it a 50% stake in the facility.

Goshen Phase II Holdings and Rockland Wind Holdings LLC are owned by affiliates of Mitsubishi Corp.

Goshen North sells its output to Edison International subsidiary Southern California Edison Co., and Rockland sells its power to IDACORP Inc. utility Idaho Power Co.

BP plc owns a 50% stake in the Goshen facility. Through several investment funds, DIF Management BV controls TerraForm Private, which owns a 50% stake in Rockland Wind. (FERC docket EC17-164)
