Saint Johnsbury, Vt.-based Passumpsic Bank named Rich Lyon as executive vice president and CFO and Elaine Bixby as COO.

Lyon joined the bank two years ago and has experience working with bankers in the areas of finance, accounting, auditing and business evaluation, according to a press release. Bixby previously served as Passumpsic's executive vice president and senior banking officer.

Other promotions made by Passumpsic Bank include naming loan operations manager Dawn Shatney assistant vice president and loan operations manager, consumer lending manager Alycia Vosinek assistant vice president and consumer loan manager, branch manager Carol Starr as assistant vice president and branch manager for the Newport market and Roena Whitehill as executive vice president and head of lending.
