Freeport LNG's 4th train gets positive environmental assessment from FERC

The Federal Energy Regulatory Commission issued a positive environmental review for the fourth liquefaction train at Freeport LNG Development LP's LNG export facility project in Texas.

The commission in a Nov. 2 environmental assessment report found that, if built in accordance with FERC's mitigation measures, Freeport LNG's Train 4 would not significantly affect the environment. FERC staff also recommended that the commission's order authorizing the project contain a finding of no significant impact, and provided a list of mitigation measures that should be included as conditions to the authorization.

Freeport LNG recently struck a heads of agreement with Sumitomo Corp., which covers 2.2 million tonnes per annum of LNG production capacity. The agreement is expected to start in 2023, in line with the scheduled completion of the fourth train. Freeport LNG in July also signed a short-term off-take deal with Trafigura Pte. Ltd., which accounts for 500,000 tonnes per annum of LNG deliveries starting in July 2020.

The export project is expected to start exporting LNG in September 2019, with the second and third trains slated to start up in January 2020 and May 2020. The $13 billion venture will be able to produce 15.3 mtpa once all trains are in service, with the fourth train expected to add 5.1 mtpa of liquefaction capacity. (FERC docket CP17-470)
