Private developer Competitive Power Ventures Holdings LLC confirmed plans to develop a 600-MW gas-fired plant in Woodbridge, N.J., next to an existing plant opened a little more than two years ago.
CPV, owned by asset manager Global Infrastructure Management Participation LLC, is developing the Keasbey Energy Center as an extension of its 779-MW Woodbridge Energy Center, which came online in 2016, and to help meet regional power needs in the PJM Interconnection market.
The Keasbey project has received site plan approval from the town of Woodbridge, and CPV expects the facility to start operating in 2023, CPV Senior Vice President of External Affairs Tom Rumsey said in an Aug. 13 email.
CPV plans to build the new plant on a previously developed brownfield site and will use recycled wastewater, an approach it also took with the Woodbridge Energy Center. Portions of the Woodbridge plant have been acquired by other investors.
"CPV will move forward in the next several years with all the applicable reviews at the federal, state and local levels to bring the CPV Keasbey Energy Center online. Consistent with all of our development projects, we work collaboratively with regulators at every level of government," Rumsey said.
According to S&P Global Market Intelligence data, there is about 4,700 MW of gas-fired generating capacity under development in New Jersey through 2022, not including the Keasbey project. The New Jersey chapter of the Sierra Club is watching three actively seeking state permits, chapter director Jeff Tittel said Aug. 13: the 430-MW B.L. England CC Plant in Cape May County, N.J., owned primarily by private equity investors; the 1,200-MW North Bergen Liberty Generating Project in Hudson County, N.J., proposed earlier this year and owned by Diamond Generating Corp.; and the 663-MW Phoenix Energy Center in Warren County, being developed by Abatis Advisors LLC.
According to the New Jersey Department of Environmental Protection, the B.L. England plant and the 633-MW Middlesex Energy Center CC Project in Middlesex County, N.J., proposed by private developer Stonegate Power LLC, have received air permits. Applications for air permits for four other gas-fired projects, including the Keasbey and North Bergen Liberty proposals, are pending.
