Pa. governor enters consent decree to keep 2 coal plants operating

The coal-fired Conemaugh and Keystone plants, each with a capacity of 1,700 megawatts, will operate an additional four years, through 2032, Pennsylvania Gov. Josh Shapiro (D) said. The plants must make upgrades to meet federal wastewater standards.
