Utilizing AI for Tax Operations Compliance
If you run tax compliance operations, the problem is familiar: the compliance logic is no longer the primary bottleneck. Validating a Form W-8BEN, checking a withholding rate against a treaty article, confirming a TIN, or flagging an expiring form — these are well-defined, rules-driven checks that our platform performs at scale today. The challenge is that this logic often remains trapped behind a login screen.
Someone has to open an application, pull up the account, run the check, read the result, and decide what happens next. For one account, that's a couple of minutes. For an onboarding batch of several hundred counterparties, or a filing season with thousands of forms cycling through correction loops, those minutes become the actual bottleneck — not the compliance logic itself, but the manual choreography of getting data in front of it.
We spent the last few months asking a simple question: what if that same validated logic could be called directly by an AI agent — yours or ours — instead of only being reachable through a screen?
What we built
We took the compliance engine that already powers our tax due diligence platforms such as MD3®, IPS®, and E-W8TM™, incorporating the same IRS rule set, the same treaty rate matrix, and the same form-validity logic our clients rely on today — and exposed it as a set of tools that any authorized AI assistant can call directly, using an open standard called MCP, or Model Context Protocol.
Think of MCP as a common language that lets an AI model say, “I need to check this form” or “What’s the withholding rate here?” and get a structured, reliable answer back, the same way it would call any other piece of software.
Nothing about the underlying compliance logic changed. The rules engine is still the source of truth. What changed is who — or what — can access it, and how.
What that looks like in practice
Here are a few examples we've been testing:
- Conflicting indicia: A foreign counterparty's paperwork says one thing, but their address says another. A counterparty submits a Form W-8BEN claiming non-U.S. status, but their mailing address on file is in the United States. This is a classic red flag that requires additional documentation before the claim can be accepted. Today, a reviewer has to notice the mismatch by comparing two separate pieces of data during manual review. With that same check exposed to an AI assistant, the conflict is caught the moment the form and the account data are both in view, and the assistant can immediately spell out what's actually needed — proof of foreign status, or a corrected form — so the case goes straight to “here’s the specific document to request” instead of sitting until someone happens to cross-reference the two fields.
- TIN validation: A submission comes in with a TIN carrying an IRS-reserved prefix. Today, a person eventually notices this during review. With the validation exposed as a callable tool, an AI agent catches it the moment the data arrives, flags it as something that needs a corrected form from the counterparty, and drafts the outreach before it sits in a queue.
- Proactive expiry tracking: Rather than someone running an expiry report and combing through it, an AI assistant can proactively surface, “This counterparty's W-8BEN lapses in 45 days, and here's what's at risk if it isn't renewed,” while there is still time to act, rather than after it becomes a compliance gap.
None of these require a human to stop trusting the compliance engine. They require a human to stop being the only way to get information in and out of it.
Why this matters beyond our own operations
We're not just planning to use this internally as part of our managed services. Because it's built on an open standard, any client running their own AI assistant, onboarding workflow, or internal tooling can connect to the same validated logic directly without building and maintaining an IRS rules engine or a treaty matrix from scratch, and without asking their team to log into another system to get an answer.
That distinction matters:
- You keep your workflow. Clients do not have to adopt our interface or change how their team works. Your own AI assistant, your own onboarding pipeline, and your own internal tools can call the validation directly and get a structured answer back.
- We keep compliance accuracy. The IRS rules, the treaty citations, and the validity logic — that's the part that's genuinely hard to build and expensive to get wrong. S&P Global Tax Solutions will continue to maintain and update that logic; clients don't inherit that maintenance burden.
- Nothing is a black box. Every check, every finding, and every recommendation an AI agent produces this way is fully traceable back to a specific rule and a specific input. That matters when a regulator or your own audit team asks, “Why did the system flag this?”
- Data stays where it needs to. For clients with data residency requirements, this can run entirely within your own infrastructure — same tools, same logic, nothing leaving your environment.
What doesn't change
To be clear about where the human stays firmly in the loop: anything genuinely ambiguous — a treaty benefit that needs a judgment call, or an entity structure that doesn't fit a standard pattern — still goes to a person. What this doesn't do is ask a person to spend their time on the part that was never actually a judgment call to begin with: looking something up that the system already knew.
Where we're headed
We're starting with the highest-volume, most mechanical parts of tax due diligence — form validation, rate lookups, and expiry tracking — precisely because getting those right, and getting the audit trail right, matters more than moving fast on the harder cases.
