Mid-Atlantic
Buffalo, N.Y.-based Manufacturers and Traders Trust Co. on Jan. 3 surrendered for cancellation an authorization granted by the New York State Department of Financial Services to open and occupy a branch office at Harbour Place, 103 S. Church St., George Town, Grand Cayman, Cayman Islands, British West Indies. The office was discontinued as of Dec. 30, 2021, according to the state regulator's weekly bulletin as of Jan. 7.

Short Hills, N.J.-based Investors Bank secured the approval of the New York State Department of Financial Services and the State of New Jersey Department of Banking and Insurance to open a branch office at 111 Broadway, Borough of Manhattan, New York City, on or after Jan. 5.

Wellsboro, Pa.-based Citizens & Northern Bank on Jan. 3 opened a de novo branch at 2098 Spring Valley Road, Lancaster, Pa., according to the Pennsylvania Department of Banking and Securities.

Pottstown, Pa.-based Diamond CU on Jan. 3 filed with the Pennsylvania Department of Banking and Securities for a de novo branch at Cedar Top Road, Cumru Township, Berks County, Pa.
Northeast
Lowell, Mass.-based Enterprise Bank and Trust Co. will relocate its branch at 76 Bedford St., Lexington, Mass., to 1666 Massachusetts Ave., in the heart of Lexington's downtown area. The branch will reopen in mid- to late February, featuring dedicated parking and an ATM vestibule, according to a press release.
Southeast
Little Rock, Ark.-based Encore Bank seeks to open an out-of-state branch at 1859 Summerville Ave., Suite 200, Charleston, S.C., according to the Arkansas State Bank Department.
