John C. Webb is a director with the Russian and Caspian Energy Advisory Service at S&P Global Commodity Insights.

Dr. John specializes in Russia, with a focus on the oil industry, the primary hydrocarbon-producing provinces, and the government's energy policy at the federal and regional levels. He also monitors the more general evolution of Russian politics and of the economy and their impact on energy sector development. Dr. John's recent research on Russian trends includes analyses of oil sector tax reform, upstream investment priorities, Arctic shelf policy and projects, new crude oil transportation and export dynamics, and the evolving downstream business environment. His reports analyze wider Russian and Caspian issues and dynamics as well, including the implications of the OPEC+ deals for Russia, Kazakhstan, and Azerbaijan. Dr. John is a regular contributor to briefings and consulting projects concerning key Eurasian trends.

Dr. John holds a BA from the University of California, Berkeley, and a Ph.D. from Georgetown University.
