The US excise tax that funded the federal Oil Spill Liability Trust Fund, known as the spill tax, was reinstated on January 1, 2020, and will be added to calculations used in a number of S&P Global Platts assessments of gasoline cargoes delivered in New York Harbor with effect from March 2, 2020.
The tax will be applied at a rate of $0.09/barrel (0.21 cent/gal) on refined product imports, crude oil received at a US refinery and crude exports.
The only Platts assessments that will include the spill tax will be the New York "inside duty and RINs" gasoline cargo assessments and the corresponding Duty+RINs assessments.
In addition to the spill tax, these assessments include the costs of RINs credits, as well as a Harbor Maintenance Fee, Merchandising Process Fee and duty.
The following assessments will be impacted by the addition of the spill tax. The assessments published from January 2, 2020, until the end of February will not include the spill tax.
