SUBSCRIBER NOTE: Platts to amend methodology for clean tanker Baltic-UKC 30kt Worldscale, $/mt assessment

S&P Global Platts confirms that it will amend the methodology for the Baltic to UK Continent 30 kt clean tanker Worldscale assessment and change the basis for the corresponding $/mt calculated assessment from a Worldscale flat rate basket to an outright Primorsk to Amsterdam flat rate, effective May 1, 2019.

The Baltic to UKC 30 kt clean tanker Worldscale assessment, which appears under the code TCAFL00, will continue to reflect the cost of transporting a 30,000 mt clean petroleum products cargo on a clean tanker vessel from the Baltic region to UKC region. Following the change, it will reflect the basis loading port of Primorsk, Russia, and the Dutch discharge port of Amsterdam.

Platts will still consider all other fixtures, bids and offers between the Baltic and UKC regions, but will normalize them to the assessed voyage. As such, despite the change in basis, the Worldscale assessment will continue to reflect other Baltic to UKC one port to one port load and discharge flat rate combinations.

The calculation basis for the corresponding $/mt assessment, which appears under the code TCAFK00, will change from the current average of the basket of flat rates (Primorsk-Brofjorden, Primorsk-Rotterdam and Klaipeda-Rotterdam) to an outright Primorsk-Amsterdam flat rate with laden and ballast routing via Great Belt.

Both assessments are published on the Clean Tankerwire and appear on the fixed page PGA - MH1910.
