Taiwan to slap tariffs on cold-rolled steel products from China

Singapore — Taiwan is expected to impose tariffs on cold-rolled steel products from China, after it found the products were sold in the former at less-than-normal value and subsidized by the latter, the ministry of economic affairs said this week.

The Taiwanese ministry said its International Trade Commission decided the local "industry is threatened with material injury by reason of imports of certain carbon cold-rolled steel products."

As a result of the final injury determination, the ministry of finance will decide on whether to impose anti-dumping and/or countervailing duties on the products.

The latest conclusion comes after the ITC made the same determination mid-September on several steel imports from China, such as CR stainless steel, flat-rolled steel products plated or coated with zinc or zinc-alloys, flat-rolled products of stainless steel, including hot-rolled, and steel plate.

In early September, Taiwan's customs administration renewed anti-dumping duties on CR stainless steel products from China and South Korea for another five years until August 28, 2024.

The renewal came after the ITC decided late-July that ending the tariffs would injure the local industry.

Taiwan imported about 7.6 million mt of steel in 2018, of which 1.2 million mt came from China, or about 16%, making it the second largest supplier to Taiwan behind Japan's 2.9 million mt.
