China increases antidumping duty on styrene monomer imports from US

Singapore — China's Ministry of Commerce said in a statement Friday that it hasnotified styrene producers in South Korea, Taiwan, and the United States ofChina's final antidumping duty rates for styrene monomer imports.

In the initial ADD decision effective February 13 earlier this year,antidumping duties of 5%-10.7% was implemented on styrene monomer from SouthKorea, Taiwan, and the US. The duty varies according to the company from whichthe cargo originates, and will be paid to China's General Administration ofCustoms.

After multiple appeals from various SM makers following the initialdecision, antidumping duties on cargoes from South Korea and Taiwan had beenlowered for the final decision, while higher rates had been imposed onUS-based producers.

US producer LyondellBasell will see the initial rate of 9.2% adjustedupwards to 13.9%, while Westlake Styrene will see the initial rate of 10.7%adjusted upwards to 13.7%. INEOS Styrolution and Americas Styrenics will seeinitial rates of 9.2% adjusted upwards to 13.9%, while all other US styreneproducers face a rate of 55.7%.

In South Korea, Hanwha Total Petrochemical Company and Yeochun NCC willsee initial rates lowered from 7.8% to 6.2%, while LG Chemical and SK GlobalChemical will see initial rates lowered from 8% to 6.6%. Lotte ChemicalCorporation will see initial rates lowered from 8.4% to 7.5%.

The final duty imposed on Taiwanese producer Formosa Chemical Fiber Corpwill be revised from 5% down to 3.8%, while all other Taiwanese producers willface a rate of 4.2%.

The final antidumping duties will be effective June 23, 2018, for aduration of five years.
