London — Germany's latest onshore wind auction was again undersubscribed with just 208 MW of a potential 650 MW awarded, grid regulator BNetzA said Friday.

This is the fourth undersubscribed onshore wind auction since last summer as new project permits have slowed to a trickle.

The regulator warned of a significantly reduced level of competition at the auctions.

At Eur62/MWh the average sliding premium price awarded in the auction was the maximum bid possible, up from a Eur61.30/MWh average in the previous round.

A total 954 MW out of a possible 2 GW have been awarded so far this year at an average Eur61.46/MWh.

In 2018, 2.3 GW was awarded at an average Eur56/MWh.

The next onshore wind tenders are scheduled for September and October. The government plans to offer 1.675 GW this year after adding an additional 4 GW to volumes across auctions in 2019 to 2021. Volumes not allocated are to be retendered in 2022.

Slow permitting rates have limited bidding this year.

Wind lobby BWE cut its 2019 growth outlook to just 1.5 GW after 287 MW were installed in H1 2019, the lowest for a half year since 2000.

The government may introduce new measures to improve acceptance of onshore wind projects.

Energy minister Peter Altmaier has called for talks with stakeholders in September to this end.
