US steel scrap dealers have been accepting cascading bids since the September buy week wrapped, and mid-month activity means October will be another buyer's market. Nicholas Tolomeo, managing editor for steel scrap, details just how much scrap prices have fallen and how steel mills are complicating factors for scrap markets. With prices at levels not seen since late 2008, could 2016 bring an uptick the way 2009 did?
