The process upset at the 360,000 mt/year steam cracker "caused the ethylene product to go out of spec and be flared," the filing with Texas Commission on Environmental Quality showed.

"Operating conditions were returned to normal and the ethylene product was brought in spec to cease the flaring," Eastman added. The Longview complex has three steam crackers at the site with a total ethylene production capacity of about 640,000 mt/year. Crackers No. 3 and No. 3A have a capacity of 140,000 mt/year each and unit No. 4 provides the balance of 360,000 mt/year.
