Prosperity Bancshares exec retiring; Seacoast Commerce hires SVP

* Bethesda, Md.-based Eagle Bancorp Inc. appointed Kathy Raffa to its board.

Raffa, who has been serving as a director of Eagle Bancorp unit EagleBank since 2015, is the president of Raffa PC.

* San Diego-based Seacoast Commerce Bank, a subsidiary of Seacoast Commerce Banc Holdings, named Dennis Vitt senior vice president and small business administration business development officer.

Vitt was most recently with Festus, Mo.-based Midwest Regional Bank, a unit of Midwest Regional Bancorp Inc.

* Effective March 2, Michael Epps will retire as executive vice president of Houston-based Prosperity Bancshares Inc. and senior executive vice president for financial operations and administration of Prosperity Bank.

Robert Dowdell will assume some of Epps' responsibilities until a permanent replacement is named. The two will work closely together to effect the transition.
