FERC staff gives OK in environmental review of Transco's NJ expansion

Federal Energy Regulatory Commission staff said Williams Partners LP's expansion project for its Transcontinental Gas Pipe Line Co. LLC system in New Jersey would not have serious environmental impacts.

In a March 16 environmental assessment, FERC Office of Energy Projects staff found that with mitigations measures, commission approval of the project would not result in a major federal action that would significantly affect the quality of the environment. The Rivervale South to Market project would allow Transco to deliver an additional 190,000 Dth/d to help meet growing gas demand from customers in New Jersey and New York.

The project would consist of uprating 10.35 miles of existing 24-inch-diameter pipe in Bergen County, N.J.; a new 0.61-mile, 42-inch-diameter pipeline loop in Bergen County; and modifications to existing facilities in Bergen and Hudson counties in New Jersey.

One mitigating measure FERC staff recommended was that before beginning activities to uprate facilities at a meter and regulation station in Hudson County, the developer must consult with the New Jersey Department of Environmental Protection over appropriate groundwater containment and disposal guidelines and methods.

The additional gas transportation capacity for Direct Energy Business Marketing LLC and UGI Energy Services LLC would help those customers meet demand for the winter heating season of 2019 to 2020. The project has an anticipated in-service date of Nov. 1, 2019. (FERC docket CP17-490)
