SemGroup, DCP Midstream launch open season for DJ Basin NGL deliveries to Texas

SemGroup Corp. and DCP Midstream LP commenced a binding open season soliciting shipper interest in NGL transportation service on two of its pipelines that would provide takeaway capacity to markets in the Gulf Coast.

The White Cliffs and Southern Hills pipelines would connect Weld County, Colo., to Mont Belvieu, Texas, serving NGL producers in the DJ Basin of Colorado. It is scheduled to begin service in the fourth quarter of 2019, according to a May 24 news release.

SemGroup is converting part of its White Cliffs pipeline system to provide NGL Y-grade service from the DJ Basin to Cushing, Okla. The project involves the construction of a 25-mile pipeline in the DJ Basin by DCP Midstream to connect to White Cliffs, and a 12-mile extension of White Cliffs south of Cushing to connect to the Southern Hills pipeline.

The project is supported by 10-year agreements with DCP and its affiliate DCP Southern Hills Pipeline LLC. SemGroup holds a 51% stake in White Cliffs and serves as the operator of the system, while DCP operates and owns 66% of Southern Hills.

Shippers participating in the open season are set to receive discounted rates for long-term volume commitments. The open season is scheduled to close June 25.
